FORMER Casey councillor and self-styled 'Casey Community Watchdog', Paul Richardson, is in the doghouse.
Mr Richardson served on the council in Four Oaks Ward from 2005-08. Since then, he has remained a fixture of the public gallery at council meetings.
Between meetings he sends emails at least once a week questioning the council on everything from footpath maintenance to how much they pay the CEO. The emails are also sent to media outlets and state politicians.
Cr Sam Aziz raised the issue at last week's council meeting. Cr Kevin Bradford pushed for discussion to be held in private, but was outvoted. So Cr Aziz's concerns were relayed in front of the public gallery - including Mr Richardson.
Cr Aziz said Mr Richardson's "senseless commentary" had taken a turn for the worse recently when he had threatened to reveal councillor's home addresses.
He wanted Mr Richardson referred to the Local Government Inspectorate, and sent a letter from Casey CEO Mike Taylor advising him that councillor addresses were not made public. Only Cr Bradford voted against the move. Cr Aziz said the behaviour of Mr Richardson, who he described as a "one-term wonder at best", was interfering with the proper running of the council.
Mr Richardson's tendency to sign off emails as 'The Twelfth Councillor' also struck Cr Aziz as inappropriate.
If his plan was to stem the flow of words from the 'community watchdog', it doesn't seem to have worked. He sent another email, of 1300-odd words, at 11.05 that night. Three more came the next day.
