A CONFLICT of interest in Casey Council's tendering process has been labelled as "poor practice in probity" in a Victorian auditor-general's report.
The report, tabled in State Parliament last month, investigated five councils, including Casey, in 2007-09.
The conflict of interest arose from Casey delegating a firm's staffer to sit on the council's tender evaluation panel and the firm receiving a percentage of the value of the works tendered.
The conflict was not expressly in breach of the Local Government Act, but was "poor practice in probity", the report stated.
"Notwithstanding this, there was no indication that contract staff at Casey had acted inappropriately," it stated.
